74th Legislative Session Bill Status (as of 6-26-07)
Bills that the Governor has signed or they have been filed with the Secretary of State.
SB 590 – Expands crime of criminal impersonation to include the impersonation of active member or veteran of the Armed Forces.
SB 822 – Requires public employer to provide preference to veteran or disabled veteran. Allows veteran to use preference more than once.
SB 5541 – Appropriates moneys from the state General Fund to Department of Veterans’ Affairs for biennial expenses. (ODVA 2007-09 budget)
SCR 7 – Recognizes and honors sacrifices that employers make in support of employees who are members of National Guard and Reserve.
SJR 23 – Designates Sunday before Veterans Day as annual Blue Star Memorial Highway Day.
HB 2155 – Increases maximum amortization period for home loans made to veterans from 30 to 40 years.
HB 2157 – Adds unremarried surviving spouse of veteran to persons eligible to receive emergency financial assistance.
HB 2158 – House cleaning to modify language regarding role of the Advisory Committee to Director of Veterans’ Affairs.
HB 2159 – House cleaning to modify language regarding monetary limit on farm loans to veterans.
HB 2160 – House cleaning to remove obsolete language permitting Director of Veterans’ Affairs to contract for attorney services for veterans.
HB 2162 – House cleaning to modify language to clarify survivor of veteran includes spouse and dependents.
HB 2390 – Directs the Department of Transportation to create registration plate recognizing recipients of the Medal of Honor.
HB 2447 – Declares January 13 of each year to be Korean American Day. Establishes Korean American Day Commission to promote, organize and coordinate Korean American Day celebrations.
HB 2630 – Permits state employee or state officer to authorize deduction from their salary or wages to go to the Oregon Veterans’ Home Account.
HB 2937 – Directs Department of Veterans’ Affairs to provide veterans and health care providers with educational materials on diagnosis, treatment and prevention of hepatitis C.
HB 3161 – Directs Department of Transportation to establish program to issue veterans’ recognition registration plate to veteran or veterans’ group.
HJM 19 – Urges Congress to fund the transportation of, and the Department of Defense to transport, comfort items to troops overseas. Also requests that Congress make health care and benefits for veterans a priority.
HJR 7 – Designates December 13 of every year as “Honor Our Oregon National Guard Day” and urges all Oregonians to commemorate this day in appreciation of Oregon’s Guard.
HJR 12 – Encourages Oregonians to join in celebration of Korean American Day.
Bills that are pending the Governors Signature - (have passed the House and the Senate).
SB 859 – Expands the number of entities that must be listed on Oregon income tax return forms for charitable checkoff program. Modifies eligibility requirements.
HB 2023 – Modifies active duty military service requirements needed to qualify for military homestead property tax exemption.
HB 2073 – Establishes official name for interagency coordinating council dealing with hunger and homelessness. Expands council membership.
HB 2155 – Increases the maximum loan amortization period for home loans made to veterans from 30 to 40 years.
HB 2237 – Eliminates annual claim filing requirement for veteran homestead exemption, if exemption has been allowed in previous year and ownership, use and other qualifying conditions remain unchanged.
HB 3009 – Permits second Oregon Veterans’ Home to admit spouses of veterans. Eliminates requirement for second Oregon Veterans’ Home to obtain certificate of need from Department of Human Services.
HJM 14 – Urges Congress to enact a National Guard and Reserve Retirement Act.
Bills that are still active
HB 2208 – Makes veterans enrolled part-time in course of study or professional training eligible for state financial aid. (Work session held 6-20)
HB 2370 – Creates Office of Homeland Security and Emergency Management in Oregon Military Department. Abolishes Office of Emergency Management and transfers functions to Office of Homeland Security and Emergency Management. (Has passed the House and is currently on the Senate floor)
HB 2832 – Directs Director of Veterans’ Affairs to assist veterans of military service in obtaining screening tests and treatment services for exposure to depleted uranium. (Passed the House, has been heard by the Senate Health Policy and Public Affairs who moved it to the Senate President with a do-pass recommendation and has been referred to the Joint Ways and Means Committee where it currently lies)
HB 3201 – Creates tax credit for taxpayer that provides full-time residential care to disabled veteran. (Work session held on 6-19)
HB 3294 – Directs the Director of Veterans’ Affairs to consult with county veterans’ service officers when carrying out certain actions. Removes the veto authority of the Advisory Committee to the Director on appointment of Director. (Has passed the House and has been referred to the Senate Rules committee by the Senate President on 6-18)
Bills that are not active and assumed dead
HB 2938 – Increase the amount of property tax exemption for disabled veterans to $25,000.
HB 2156 – Creates contracting flexibility for Department of Veterans’ Affairs in acquisition or sale of any interest in real property.
HB 2547 – Modify the language to increase fishing and hunting benefits to veterans, disabled veterans and military retirees and to place these benefits under Chapter 408 Oregon Revised Statutes.
HB 2632 – Requires school districts to give students the opportunity to salute United States Flag each school day by reciting pledge of allegiance.
HB 3158 – Allows employer credit against income taxes for amount paid as compensation to employees while on active duty, who are members of military reserves, Oregon National guard or other organized militia.
HB 3156 – To modify the definition of disabled person for purposes of homestead property tax deferral.
HB 3160 – Creates Oregon Veterans’ Business Enterprise Program.
